19th District Delegation:The 19th Legislative District is represented by former Delegate and current Senator Roger Manno, second-term Delegate Ben Kramer, and freshmen Delegates Sam Arora and Bonnie Cullison. Senator Manno serves on the Senate Budget and Taxation Committee, after serving four years on the House Economic Matters Committee. Delegate Kramer serves on the House Economic Matters Committee, while Delegate Arora serves on the Judiciary Committee, and Delegate Cullison serves on the Health and Governmental Operations Committee.
History of the District: Since its creation, the 19th District has been represented by six State Senators: C. Lawrence Weiser (1975-1979), Sidney Kramer (1979-1986), Idamae Garrott (1986-1994), Leonard Teitelbaum (1994-2006), Mike Lenett (2006-2010), and Roger Manno (2010-). The 19th District was created in 1972, as a result of a constitutional amendment which mandated that legislative districts be created for both the Senate and the House of Delegates on the basis of equal representation by population. For the 1974 election, the 1972 amendment divided the state into 47 legislative districts, including eleven allotted to Baltimore City. Since then, the district boundaries and populations have been redefined every ten years based on federal census data, and implemented by decennial Legislative Reapportionment plans of the legislature. As of the 2000 census, the 19th District had some 110,000 residents, which will increase to roughly 123,000 as a result of the 2010 census and upcoming reapprotionment.
Geography of the District: The 19th District is situated within central Montgomery County, extending roughly from Four Corners (Colesville Road and University Boulevard) at the southern end, to Brink Road in Laytonsville at the northern end. Its broad social, economic and geographic attributes make it a diverse and inclusive place in which to live, work and raise a family. The 19th District includes many rural and urban areas, including: Silver Spring, Wheaton, Leisure World, Northwood / Four Corners, Aspen Hill, Kemp Mill, Olney, Derwood, Laytonsville, and unincorporated areas of Rockville and Gaithersburg. The 19th District overlaps portions of the 4th and the 8th Congressional Districts, (represented by Congresspersons Donna Edwards and Chris Van Hollen, respectively), and the 2nd, 3rd, and 4th Councilmanic Districts (represented by Councilmembers Craig Rice, Phil Andrews, and Nancy Navarro, respectively).
